The Texas Division of Insurance created the Texas Health Care Network in 2005 to provide a tool to employers in their effort to control rising costs of claims. A major part of this legislation was the creation and certification of networks of providers that were focused on return to work and treatment guidelines, and provide timely, appropriate medical care to the injured worker. The information below outlines the process of the HCN.

  • The benefits of a PPO network can only be obtained through a certified HCN.
  • Employer implementation is required. Packets must be in English, Spanish and any other language for which the employer has a 10% employee population.

HCN Process for Employers

Initial Implementation:

  • Provide notice of the network to all employees distributing the Texas Notice of Network Requirements Packet.
  • Document the method of delivery, to whom the notice was delivered, and the date. This documentation should be preserved as it may be requested by Texas Department of Insurance.
  • Post the Texas Notice of Network Requirements Packet at each location for contact information on locating a provider.
  • If your Workers’ Compensation program claims are handled directly by Chubb Claims, please complete and return the Employer Attestation to Chubb via email at: HCN_Notification@chubb.com.

Transition from Prior HCN:

  • Distribute the Texas Notice of Network Requirements Packet  to all employees informing them of the new HCN program.
  • If your Workers’ Compensation program claims are handled directly by Chubb Claims, please complete and return the Employer Attestation to Chubb via email at: HCN_Notification@chubb.com.

Maintaining HCN:

  • Distribute the Employee Notice of Network Requirements Packet applicable to your HCN to all new hires. Document date.
  • Provide the Employee Notice of Network Requirements Packet applicable to your HCN to employees at the time an injury is reported.
  • If the injured employee refuses to sign an acknowledgment form, document the date they received the HCN information but refused to sign.
